[新华社消息] 新闻出版总署办公厅近日印发文件，通报《京华时报》等6种报纸刊载严重失实报道的处理情况。
通报指出，近年来，新闻界深入开展“三项学习教育”活动，新闻出版行政部门不断规范新闻记者的新闻采访活动，但是仍有少数报社不负责任地发表有失客观、公正的文章，甚至编造虚假报道，造成不良社会影响，损害了媒体的社会公信力。现将2008年以来新闻出版行政部门查实处理的《京华时报》等报纸严重虚假失实报道通报如下：
——《京华时报》刊载关于招商银行的虚假报道。2008年9月11日，《京华时报》刊载题为《招行投资永隆浮亏百亿港元》的虚假消息，由于该报记者对香港永隆银行的股价数据采集有误，得出招商银行浮亏逾百亿港元的错误结论，造成报道严重失实。该报道成为招商银行当日股价暴跌的诱因之一，并带动银行股板块整体下跌，当日招行A股流通市值损失127.5亿元，H股下跌5.16％。
——《新快报》转载关于“孙中山又成了韩国人”的虚假报道。2008年7月31日，广东《新快报》转载题为《韩国历史教授有此研究“成果”：孙中山又成了韩国人》的虚假报道。由于该报责任编辑把关不严，直接转载未经核实的互联网消息，导致源于国外网站的虚假新闻见诸报端，并被国内网站广泛转载，造成严重的不良社会影响。
——《东方早报》刊载关于所谓六大救市措施的虚假报道。2008年10月14日，上海《东方早报》刊载题为《年底前“政策利好不断货”》的虚假报道。由于该报记者未经核实，杜撰了中国证监会成立应急领导小组，部署、实施具体应急措施；对各大基金、券商、保险等机构投资者实行临时窗口指导，限制做空；修改涨跌幅限制；平准基金初定900亿元规模随时待命；叫停大小非减持；“休市”以及“新股发行制度改革征求意见稿即将出炉”等所谓六大救市措施。该文不负责任地散布“年底前政策利好会不间断地出台”等言论，严重扰乱了资本市场秩序，造成严重后果。
——《民营经济报》刊载关于哈药集团生产假药的虚假报道。2008年1月21日，广东《民营经济报》刊载题为《哈药停牌风波未平，又被踢爆曾大量生产假药》的虚假报道。报道了哈药集团公司“所生产的抗生素产品哌拉西林钠／舒巴坦钠系假药，已遭到国家相关部门查封，并勒令停产”的虚假新闻，对哈药集团造成了较大的负面影响。
——《青岛早报》、《华西都市报》刊载关于我国舰艇索马里护航的虚假报道。2009年1月18日、19日，山东《青岛早报》、四川《华西都市报》连续刊登了题为《深海围“鲨”》《“海口”猎“鲨”》等关于我国舰艇编队索马里护航情况的虚假文章。这组稿件来源于《华西都市报》一位自由撰稿人的杜撰，《青岛早报》通过《华西都市报》协议购买并同期刊载。由于《青岛早报》、《华西都市报》未认真核查文章内容，也未按照国家有关规定严格把关，致使虚假新闻见报，在国内外造成了严重的不良社会后果，对我国家和军队声誉造成了负面影响。
新闻出版总署有关负责人介绍，新闻出版总署已责令6家报纸公开道歉，澄清新闻事实，追究直接责任人和相关负责人的责任，要求有关报社规范新闻采访活动，加强采编人员教育，严格新闻稿件核实制度，杜绝虚假新闻，并依法对6家报社做出相应的处罚，将编造虚假新闻的人员列入不良从业记录名单，限制其从事新闻采编工作。同时，还印发了《关于采取切实措施制止虚假报道的通知》，要求全国报刊出版单位按照有关规定，进一步完善管理体制，建立健全采访、编辑、刊发等内部管理制度。不得刊发、转载未经核实的社会自由来稿和互联网信息，不得转载、摘编内部发行出版物的内容。新闻采编人员要坚持真实、全面、客观、公正的原则，确保新闻事实准确。
此外据介绍，新闻出版行政部门将继续加大对新闻单位刊发虚假新闻的处理力度。基层单位和群众如发现报刊刊载虚假新闻或利用批评报道搞敲诈勒索等问题，可向报刊出版单位直接反映，也可向当地新闻出版行政管理部门或新闻出版总署举报。
